Chinese regulators are preparing new rules that target the businesses of the country's small-loan lenders; recent rules have capped P2P loans at Rmb200,000 ($28,925) for an individual and Rmb1 million ($144,626) for a company however small-loan lenders fall far below these thresholds and regulators fear the companies do not have adequate risk controls; 2016 data shows China has 8,673 small-loan companies with loans totaling Rmb927 billion ($134.1 billion) and this is in comparison to approximately Rmb673 billion ($97.3 billion) outstanding from P2P lenders; China's small-loan lenders are active in the market, offering a range of lending solutions and reporting small-loan asset securitizations of Rmb82 billion ($11.9 billion) in 2016; as the country continues its focus on tightening regulation for China's P2P lending industry, Li Junfeng, director of the financial inclusion department at the China Banking Regulatory Commission, says it will be specifically addressing new regulations that target the country's small lenders. As of December 2016, shadow loans in China reported an annual increase of approximately 15% to 14.1 trillion yuan ($2.3 trillion); a study by UBS reports that as the market grows one area adding increased risk is regional banks, specifically banks located in China's Rust Belt region, which have been integrating the shadow loans into various methods for diversifying their balance sheet risk as the steel and metal-producing provinces struggle to remain profitable in the changing economy; the UBS report says alternative financial statement accounting regarding the loans could lead to a number of issues including overstated capital adequacy ratios, understated nonperforming loans and reduced provision charges. Bloomberg and Quartz have recently been granted access to one of the largest bitcoin mines in the world operated by Bitmain; this Bitmain mine generates about a quarter of a million dollars a day worth of bitcoin; Bitmain's valuation is in the billions and the company is preparing for a possible IPO; Bitmain is also investing in an expansion to US. Regulators are inspecting Chinese P2P lenders for compliance with new rules issued last year; specifically lenders must partner with a custodian and limit loans to RMB 1 million ($144,200) for individuals and RMB 5 million ($721,001) for companies; they are also not permitted to guarantee principal or interest; the country currently has more than 2,400 P2P lenders; experts expect the new rules will likely change the nation's P2P lending landscape significantly; Roger Ying, founder and chief executive of P2P lender Pandai stated: "[There] will be shakeouts, though good for those which are compliant. It will take time for P2Ps to move to custodian banks. Presumably the most risk for investors is with P2Ps who do not have escrow [or] custodian bank accounts as retail investor sentiment is low." A report on China's consumer credit finds that consumers are increasing their use of debt with 94% of consumers using credit or a loan in the past year; consumers are borrowing more from internet-based sources with consumers increasing their borrowing from P2P loan providers while also borrowing more for car loans and mortgages; consumers in their 20s appear to be the leading borrowers as a trend towards living in the moment is motivating their spending habits; the report expects the rise in debt to continue, projecting household loans to increase at a rate of 14% for the next five years.
